Responsibilities

The successful candidate will excel in communications, collaboration, and coordination across a large, complex inter-disciplinary team of SMEs and an expert in providing clear, concise interactions with the DC3 senior leadership team. This position requires critical attention to detail and the ability to operate in a fast, paced operational and leadership environment.

The Program Manager serves as the Government's primary Point of Contact, (POC) providing the overall management and oversight of all activities performed by personnel, including subcontractors, to satisfy the requirements identified in the Task Order (TO). The PM will facilitate Government and contractor communications, use industry-best standards and proven methodologies to track and document TO requirements and activities to allow for continuous monitoring and evaluation, and ensure all tasks are accomplished. The PM will be responsible for the quality and efficiency of the performance and will assist the Government with all financial and business processes of the TO. The PM is ultimately responsible for ensuring contract deliverables are submitted accurately and on-time.

Responsibilities include interviewing, selection and hiring; training new and existing employees; planning, assigning and directing work; addressing employee performance and corrective action plans; employee motivation and rewards.

Qualifications
    16 years of experience, may have management experience
  • 10 years of program management experience of complex projects
  • Experience managing a program of over 250+ FTE's and 50M+ in annual revenue across multiple technical disciplines.
  • Experience overseeing and determining manpower requirements for a program with 250 or more personnel, consisting of a diversity of technical skill sets and labor categories.
  • Experience performing financial and performance monitoring of contracts; including establishing, negotiating, and reporting on contractual service level agreements.
  • Expert understanding of financial program performance, including rate calculations, variance reporting, forecasting, and estimate to complete.
  • Experience working with DoD IT and Information Assurance (IA) standards, processes, policies, and regulations.
  • Experience leading business operations processes, including some combination of: financial and procurement management, human resources and strategic planning
  • Excellent computer skills and proficiency in online collaboration tools and project management software such as Microsoft Excel, Word, Outlook, Access, Project, SharePoint
  • Knowledge and experience in organizational effectiveness and operations management implementing best practices
  • Excellent organizational, communication, and interpersonal skills, exceptional professional attitude, and collaborative management style
  • Demonstrated ability to effectively lead a hybrid on-site/remote work team
  • PMP (Project Management Professional) Certification
  • Must hold a Top Secret and eligible to obtain SCI security clearance

Desired Skills:

  • Experience managing a FEDSIM program
  • DoD Information Assurance Management (IAM) Level III certification
  • Three years' experience working on Cybersercurity requirements for large (50M+) programs.
  • Minimum seven years' experience managing a project, program, or TO of large (50M+) programs
  • Minimum three years' experience overseeing and determining manpower requirements for projects similar in size and complexity to this TO, consisting of a diversity of technical skill sets and labor categories.
  • Minimum three years' experience performing financial and performance monitoring of contracts (e.g., performance metrics).
  • Minimum three years' experience working with DoD IT and Information Assurance (IA) standards, processes, policies, and regulations

Target Salary Range
$176,000 - $282,000. This represents the typical salary range for this position based on experience and other factors.
