Job Description

The Executive Director of Facilities provides oversight of the regular operations of three offices: 1) Capital Programs,
Planning and Design; 2) Educational Facilities; and 3) Maintenance and Custodial Services. The Executive Director is
directly responsible for ensuring the efficient and effective operations of these offices in accordance with all board
policies, administrative directives, legal and financial requirements to support the school division. The Executive
Director also provides advice, recommendations and updates to the Chief Operating Officer, the Senior Leadership
Team, School Board and participates in respective informational and coordination meetings with the city council,
city staff and other stakeholders.


This position reports to the Chief Operating Officer.

Qualifications

Education: Master's degree in public administration, business administration and/or construction management is
required. Educational background in construction management, project management, and financial
management is required. Educational requirement may be waived based upon ten (10) or more years of
significant, job-related experience, training and bachelor's degree in a related field.

Experience: Minimum ten (10) years of progressive, hands-on, operational management experience with direct
supervision of three (3) or more supervisory leaders is required. Should have demonstrated experience
leading and managing decentralized and distributed service-support operation(s) across a large, urban
area. It is emphasized that experienced-based-knowledge of capital programs, budget process and
operational management is required. Experience with K-12 school operations (construction, facilities
maintenance, custodial operations and educational planning,) is preferred.

Essential Functions

  • Provides vision, leadership, direction and expertise to support the success, requirements and needs for the offices of: 1) Capital Programs, Planning and Design (CPPD); 2) Educational Facilities (EF); and 3) Maintenance and Custodial Services (MCS);
  • Oversee the development of the annual Capital Improvement Program (CIP) budget process with CPPD and EF team
  • Ensure that planning, design and construction processes have effective cost and quality controls
  • Coordinate, develop and conduct periodic review of Capital Improvement Program (CIP) progress and execution
  • Integrate facility maintenance and capital programming using short and long-term planning processes
  • Coordinate with department directors and senior staff to develop and execute budget tracking and reporting systems
  • Oversees the efficient execution of work order management, custodial and grounds operations, and utilities to meet time, cost, and educational objectives with a customer-service focus
  • Communicates on-time and effectively on projects and programs to the school division and community
  • Coordinates community involvement in the planning, implementation, and evaluation of the major maintenance, renovations and construction projects.
  • Serve and participate on respective committees, task forces and ad-hoc groups with school, city, governmental and business partners.
  • Ensure compliance with all procurement requirements per board policy, administrative regulations and directives and legal code. Supervises and evaluates assigned administrative, managerial, professional and support staff.
  • Advise and inform the Superintendent, Chief Operating Officer, division administrators and School Board on operational issues.
  • Participates in on-going training to enhance knowledge of state-of-the-art operational advances
  • Prepare reports per school division, local, state and federal requirements

Other Functions:

  • In collaboration with the Chief Operating Officer, establish operational goals and objectives in support of the Division Strategic Plan; assesses needs, establishes procedures; develops specific objective and strategies; and implements the processes and procedures for the evaluation of each program office.
  • Develops an operational framework for the division; establishes procedures for monitoring its operation and makes changes when necessary; maintains effective communication within the division; and develops personnel for maximum effectiveness.
  • Develops department/office budgets based and Capital Improvement Program (CIP) budget based on an analysis of needs and awareness of availability of resources; develops priorities with budgetary limitations; and approves and monitors the expenditure of funds.
  • Implements and interprets policy, practice and procedures and recommends changes for improvement to the Chief Operating Officer and executive cabinet.
  • Performs a variety of special projects as requested, such as interventions in sensitive and controversial matters, and a variety of public relations and community relations activities.
  • As an essential employee, must be available for contact after-hours for emergencies and crisis events.
  • Performs other duties as assigned to support the needs of the school division.

Knowledge, Skill and Abilities:

  • Must have knowledge of software, spreadsheets and word-processing for project management.
  • Must be skilled in working with an urban, economically-diverse, multi-cultural community.
  • Must have the ability to take initiative, accept responsibility and be held accountable; motivate staff and develop teamwork; deliver high quality customer service to stakeholders; and maintain effective working relationships with various stakeholders (staff, administrators, students, parents, outside agencies, business and community groups, and the public).

Physical Demands

  • Extensive walking required when visiting schools and/or construction sites
  • Limited exposure to weather elements when visiting construction sites

Clearances

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.
